I have the honour to transmit for the considera-tion of the Secretary of State a copy of a letter from the Hong Kong and Shanghai Banking Corporation applying for permission to make an alteration in the securities deposited with us as Trustees in connection with the note issue of the Bank.

Chinese Government Bonds, deposited with the Government of Hong Kong, formed a portion of the security first taken from the Bank in accordance with the arrange-ments settled between the Colonial Office and the Treasury and the Bank in 1890, and communicated to us by your letter of the 20th of August 1890, and similar Bonds have also been accepted on this side in February and May 1892 and in May of this year, but no such Bonds are held by us at the present time.

It also appears from a despatch recently received in the Colonial Office from the Governor of Hong Kong that all the Chinese Government Bonds deposited with the Colonial Government are on the point of being withdrawn by the Bank, as they have matured for payment.

In these circumstances I beg to suggest for the consideration of the Secretary of State, that the present
